I tested both lights by creating jumpers and linking to the battery. I was able to verify both were good and would light. Seeing that I didn't have voltage at the third brake light connector, I ran a wire down through the grommet going to the back of the vehicle and down the left side toward the jack. I then tested for the brake light wire with a multimeter and spliced in the cable I just ran. Once spliced I was able to confirm that now I did have voltage to the wire out of the back of the hatch, were the third brake light is. I then cut the power wire for the connector and then connected the new wire I ran. Once connected I finally had a working taillight. I still have no idea what or when it broke.
